The inconsistency of positions that equate lobbying, corruption, and other offenses is argued. The correlation between lobbying activity and legal goals and means manipulation is studied, which allows expanding both the traditional understanding of lobbying and the various forms of evolution of lawful behavior in the legal life of modern Russian society.
