Problems of Implementing National Projects in the Russian Federation and Methods of Their Solvation

Abstract

The relevance of the research is due to the increasing need to analyze and improve the mechanisms for the implementation of national projects, which are a key tool for the development of the Russian Federation in the socio-economic, cultural and technological spheres. The basic goals of the national projects determine the directions of sustainable socio-economic growth, which is especially important in the context of global transformation and increasing external challenges affecting the security and stability of the state. The purpose of the study is to identify problematic aspects that hinder the effective implementation of national projects in the Russian Federation, as well as to develop recommendations for improving regulatory and legal regulation. The scientific novelty of the work lies in the systematization of legal, organizational and economic problems that arise at the stages of implementation of national projects, as well as in the formation of proposals to minimize corruption risks and increase transparency in the use of budget funds. The interdisciplinary approach made it possible to integrate the analysis of current legislation, judicial and administrative practice materials, as well as international experience. The research materials and methods are based on the use of regulatory analysis, comparative legal method and a systematic approach. The empirical base consists of statistical data from government agencies, materials from the Prosecutor General’s Office of the Russian Federation, and analytical reports from Rosstat and the Ministry of Finance of the Russian Federation. The results of the study reflect the main difficulties, including corruption risks, poor coordination between departments and low transparency of public procurement. Measures aimed at improving the effectiveness of national projects are proposed: strengthening anti-corruption control, simplifying procedures for the participation in project implementation, and developing professionally oriented education.
