Abstract
The purpose of this study is to analyze digital transformation as a multifaceted socio-political phenomenon and a tool for social development, and to uncover its impact on the public administration system. The study methodological framework includes systems analysis, comparative study, and synthesis of theoretical and practical data. The paper synthesizes theoretical models of the information society, including the concepts of M. Castells and A. Toffler. The results of the study allow to reveal both significant opportunities (increased transparency, efficiency, and civic engagement) and serious challenges (risks of digital authoritarianism, cyber conflicts, and increased digital inequality) as a result of digital transformation. In conclusion, the definition of digital transformation as a complex, socio-political phenomenon that transforms political culture and social practices, requiring a balanced approach to realize its benefits and minimize risks in the interests of sustainable social development is proposed.
