Public Power Institutions Development in Context of the Saratov Draft Constitution of Russia

Abstract

The purpose of the research is to analyze the key provisions of the Saratov Draft Constitution of Russia with the aim of improving the current system of public authorities. The research methodology is based on studding the key institutions of public authority established by the developers of the Saratov Draft Constitution of Russia. The content of the document is examined from the perspective of the mechanism of power relations. The distinctive features of the constitutional system of authority are revealed, as well as the key issues of its constitutional mechanism functioning. The results of the study demonstrate that the Saratov Draft Constitution proposed fundamental provisions defining the specifics of the public authority system. Particular attention was paid to the state’s responsibility to the population and transparency in the activities of government bodies, which was enshrined in Article 84 in the form of the principle of accountability of government bodies to voters. It is concluded that some ideas of the draft Constitution under consideration reflect the legal continuity of constitutional development in Russia and can be used for further modernization of legislation and improvement of constitutional practice of the modern Russian state.
