Main Department for Local Economy Affairs in the System of NKVD Bodies of the RSFSR in 1917–1920

Abstract

The relevance of the study of the organizational and legal basis for providing the population with utilities is determined by the fact that this industry, affecting human life processes, in many respects depends on the effectiveness of local economic management. The methodology of the study is based on source analysis of documentary materials, as well as the key principle of historicism, which ensured the study of Soviet authorities functioning in the field of local economic management in the dynamics of their development and interdependence. The article analyzes the organizational and structural transformation of the Main Directorate for Local Economy in the system of bodies of the NKVD of the RSFSR from October 1917 to the end of 1920. The revealed changes in the system show its continuity from the pre-revolutionary system. The conclusion substantiates that during the period under review there was organizational and structural uncertainty, competition between various departments and discrepancies in powers between the Soviet authorities in the field of local economic management.
