Abstract
The article examines the political, institutional, and technological factors shaping the formation and innovative pathways for disseminating traditional Chinese medicine (TCM) in Russia through artificial intelligence (AI). The relevance is determined by TCM integration into Russian healthcare amid digital transformation and China's cultural soft power strategy. The aim of the study is to identify conditions and mechanisms of bilateral cooperation between Russia and China in this area, drawing on case analysis, regulatory review, and comparative study of national development strategies. Scientific novelty lies in the interdisciplinary synthesis of political science, institutional, and technological approaches to analyzing TCM dissemination in Russia, and in defining AI's role as a tool transforming traditional channels of cultural influence. The study is based on institutional analysis to assess the legal and organizational conditions for TCM functioning in Russia and China. The comparative method was used to compare the approaches of the two states to regulating non-conventional medicine and implementing AI, while the case study method was used to analyze specific AI application projects for promoting TCM in Russia. The empirical basis consists of regulatory legal acts of the Russian Federation and the People's Republic of China, and scientific publications. The research results showed that the legal status of TCM in Russia is characterized by uncertainty, while its dissemination has historically been dual in nature – ranging from the adaptation of individual methods within biomedicine to esoteric interpretations. AI technologies, including telemedicine and natural language processing, create prerequisites for overcoming cultural barriers and standardizing TCM. China employs TCM as a soft power element within the “Silk Road of Health” concept, reflected in bilateral cooperation with Russia. The conclusion emphasizes the need to institutionalize TCM dissemination in Russia through joint research centers and harmonization of legal frameworks.
