Abstract
The article discusses measures of the state demographic policy of Russia that can have a negative impact on the birth rate of the population. Based on research methods critical analysis and a cognitive approach little-researched reasons for the decline in the birth rate were analyzed and problematic aspects in the state policy of supporting the birth rate were identified. The results of the study reveal negative consequences of curtain demographic policy measures in Russia: programs to promote female employment, introduction of a system of out-offamily care for children under 3 years old and the use of assisted reproductive technologies. Insufficient are measures to counter the cognitive mechanisms of birth control, as well as underestimation at the state and scientific level of consequences of the long-term implementation of birth control policies changing the paradigms of global development, which lead to the transformation of reproductive values and the destruction of the institution of traditional family. It is concluded that the process of restoring the regime of reproduction of the population should assume, along with traditional measures of a socio-economic nature, the protection of the institution of reproductive values and the restriction of propaganda of non-reproductive attitudes.
