The purpose of the study is to develop specific mechanisms for improving state policy in the field of spiritual and moral values of modern Russia. The relevance is due to the need to overcome the gap between the declaration of traditional values in regulatory documents and their practical implementation. The research methodology is based on the integration of systemic, institutional and axiological approaches, which allows us to consider the state value policy as a complex phenomenon that requires holistic implementation mechanisms. The key problem of modern value policy in Russia is identified – the lack of effective institutional mechanisms for transmitting officially enshrined spiritual and moral values into the mass consciousness and social practice at three levels: regulatory deficit, institutional disunity and socio-cultural fragmentation. The discussion of the results presents a set of specific measures to overcome the identified problem: the creation of a single federal law on traditional values, the establishment of an interdepartmental coordination council, the introduction of a system for monitoring the value orientations of the population and the formation of regional centers for working with value issues. The conclusion contains proposals for the creation of an institutional architecture of value policy, including specific legislative initiatives, organizational decisions and financial mechanisms necessary for the effective implementation of state policy in the sphere of spiritual and moral values.
