INDUSTRIAL AND MANUFACTURING PARKS AS A FACTOR IN IMPROVING THE SECTORAL INDUSTRIAL POLICY OF THE RUSSIAN FEDERATION

Abstract

The article considers aspects of institutionalization of industrial and manufacturing parks in the context of improving the sectoral industrial policy of the Russian Federation. The research methodology is based on the concept of industrial society by J. Galbraith, who introduced the terms “technostructure” and “mature corporation”, as well as on the theories of post-industrial society by J. Bell, M. Castells and P. Drucker. The author analyzes the essence of managerial and technological innovations in the created and emerging industrial production on the basis of industrial and manufacturing parks in the subjects of the Russian Federation. Both the park structures themselves and the new industries functioning on their basis act as factors in improving the state industrial policy of modern Russia. Digitalization, including the creation of “smart digital platforms”, and the scientific reorientation of industries and park structures in the context of the values of the Fourth Industrial Revolution, the fifth and sixth technological modes are considered as managerial and technological innovations. It is concluded that managerial and technological innovations in the work of park structures as a mass phenomenon significantly affect the modernization and performance of the national industrial system.
