Organizational and Managerial Ways to Increase the Level of Guarantees of Constitutional Rights and Freedoms of an Individual in Crisis Conditions

Abstract

Problems of organizing the provision of human and civil rights and freedoms in a crisis are considered. It is proposed to fix organizational and managerial ways to increase the level of guarantees for the exercise of rights in a strategic document with a description of the modular scheme of the document and a definition of risks and ways to manage them.
