Abstract
The relevance of the study is determined by the increasing global competition for technological leadership and the growing shortage of personnel in strategically important sectors of the Russian economy. Under these conditions, particular importance is attached to identifying effective mechanisms for transitioning young people from higher education to professional employment and for forming manageable workforce flows. The aim of the study is to identify the institutional role of youth all-Russian public organization “Russian Student Detachments” in the system of state personnel policy and to substantiate organizational solutions ensuring their integration into the national workforce framework. The empirical base includes the results of sociological surveys and analytical studies conducted by the Center for Sociological Research “14–35” of the State University of Management in 2024–2025. The methodological framework is based on institutional and systems approaches, which make it possible to consider personnel policy as a set of formal and informal coordination mechanisms. The findings indicate that existing mechanisms of interaction between education and the labor market do not provide sustainable support for the professional development of young people. It is demonstrated that Russian Student Detachments perform the function of an institutional intermediary, reduce the costs of transition from education to employment, and shape early work experience. The study substantiates the need for their deeper integration into the system of state personnel policy. The scientific novelty of the research lies in interpreting Russian Student Detachments as an element of workforce infrastructure and in substantiating the creation of a resource-based educational and methodological center as a mechanism for coordinating workforce flows. The results obtained contribute to refining approaches to the development of personnel policy in the context of technological transformation of the economy.
