CATEGORY OF UNCERTAINTY IN THE CONTEXT OF EUROPEAN UNION CLIMATE POLICY

Abstract

The article considers the specific characteristics of uncertainty inherent in both the scientific and philosophical concept and the environmental policy of the European Union, with an emphasis on the theoretical aspects that determine the formation and implementation of political decisions in the context of global climate change, economic and political turbulence. Using methods of conceptual modeling and conceptual text analysis the principle of policy uncertainty in the environmental sector is revealed; key uncertainties, including scientific, economic and social variables influencing climate policy decision-making, are identified. Special attention is given to various levels of uncertainty, from lack of data to difficulties in assessing the long-term consequences of climate measures. Approaches to risk management and adaptation to change are considered. The consequences of uncertainty for the development of effective strategies aimed at achieving sustainable development goals and reducing greenhouse gas emissions are outlined. As a key conclusion, the features characterizing climate policy in conditions of uncertainty are identified.
