Abstract
It is argued that the conditions ensuring the long-term existence of the state system presuppose the preservation and development of traditional spiritual and moral orientations and values, as well as maintaining a balance between different ethnic and religious groups in society. It is concluded that the ideocratic mechanism ensures the stability of the model of public administration and prevents conflicts between civil society actors.
