Abstract
The constitutional norms of Articles 132 and 133 of the Constitution of the Russian Federation, which became the basis for the creation of a unified system of public power in Russia, are analyzed. Peculiarities of the exercise of their powers by local self-government bodies are revealed. Other elements of the system of public power are also specified, among which the people are a separate element.
